Council tax issue for carer

Hi
I read carers can be exempted from council tax.

I have been living with and caring for my very elderly Dad for several years as he has multiple health issues including almost zero mobility and co morbidity illnesses.

I also need my own life back . I bought my own home locally this autumn with intention to move out and live there and still be here all day every day but sleep at my new house . That all seemed doable so I bought it & notified electoral roll and council tax people etc .

Dad has now recently rapidly deteriorated and has had several really bad falls etc . I’m finding I can’t leave him overnight now either so I’m stuck with a house I can’t use and huge bills including high council tax with my only income being a tiny private pension and carers allowance neither of which cover the house costs .

Am I eligible for council tax exemption or at least a discount ( I already get single occupancy discount) ?

I’m also right in middle of appealing the council tax band applied and the timing of all this could not be worse . I don’t want to complicate the appeal with a call to council tax office about this situation until I’m confident I qualify for exemption as I am going to have to delay occupying my new home now.

The stress is at insane levels and I have my own heart condition to deal with .

Any thoughts ?

Thank you so much .
